Treasury's Law Division are seeking Legislation Design and Legal Policy Officers across their Law Design Branches as well as Legal Policy and Legislation Delivery Branch. About the RolesLaw Division delivers a significant enterprise capability that combines specialist legal, legislation, policy, and governance expertise by:
- Operating an efficient and sustainable system for meeting the Treasury's legislative needs, which aligns with the Government's priorities and expectations.
- Developing, managing, and improving organisational systems concerning the design, development, delivery and maintenance of Treasury portfolio laws and compliance with information laws.
- Offering expertise and advice on law, law design and delivery, and legal policy to inform effective policy development and its implementation and meet organisational objectives.
- Providing legal advice and assistance to the department on a wide range of legal issues.
Law Division is looking to fill the following vacancies:
- Legislation Design Officers at the APS5, APS6 and EL1 levels in Law Design Branches
- Legal Policy Officers at the APS5, APS6 and EL1 levels in the Legal Policy and Legislation Delivery Branch
The key duties of the position include
- Lead the design and development of legislative projects, conduct research and analysis and provide advice on matters relevant to the work of your team with support and guidance from an Executive Level 2 Director or SES Band 1 Assistant Secretary.
- Prepare drafting instructions for the Office of Parliamentary Counsel to implement new policy.
- Draft legislative instruments to implement new policy.
- Draft explanatory materials to support new law.
- Support the development of policy by providing advice on legislative design options and implications.
- Provide advice to Ministers' Offices, and across Treasury, on a range of legislation process matters, including requirements for the introduction of Bills into Parliament, parliamentary procedures and decision making by the Federal Executive Council.
- Manage and coordinate end-stage delivery processes for the making of legislation in accordance with set timeframes.
- Provide expert advice on law, law design and delivery, and legal policy to inform effective policy development and its implementation and meet organisational objectives.
- Possess excellent oral and written communication skills, including the ability to liaise with and maintain key relationships within the Treasury and with other government stakeholders (such as other Departments or Ministers' offices).
- Support and engage with officers across the APS to work collaboratively.
- Develop the capabilities of junior team members from across the teams.
- Be open, accountable and of high integrity.
- Tertiary qualification(s) in a relevant field, including but not limited to economics, business and law, or equivalent experience.
- For advertised roles, an understanding of the legislative process and/or the development of new law for complex legislative projects will be highly regarded.
