Description:

The Standards and Policy Officer position is an opportunity to join a tightknit team focused on the formulation, development and maintenance of aviation safety policy. The Aviation Policy Unit works across CASA's functions to consider novel and complex aviation safety policy problems and methodically work with aviation safety experts to accurately frame the issue, explain the objectives and impacts, and plan outcomes that improve the regulatory environment.

The Standards and Policy Officer will be expected to engage broadly with affected internal and external stakeholders throughout the development and implementation of their policy development activities.

The Standards and Policy Officer is responsible for the following deliverables, which represent an ongoing body of work:

• Developing and interpreting policy that requires detailed understanding and consideration of diverse data and sensitive organisational and political issues.
• Providing high quality, objective analysis and advice within specified timeframes on a range of legislative, technical and operational policy matters.
• Conducting research on strategic policy issues and developing solutions to complex to highly complex policy related matters.
• Developing solutions in collaboration with other CASA business areas in supporting or driving CASA's regulatory position.
• Maintaining effective working relationships and influencing a wide range of internal and external stakeholders, especially other sections in the division and technical subject matter experts to achieve agreed outcomes and results.
• Building team capability and capacity by providing guidance and mentorship to team members and colleagues and demonstrating leadership by encouraging career development.
• Providing advice and technical guidance to CASA staff, the aviation industry, and the general public regarding safety standards and procedures contained in the Civil Aviation Act 1988, Regulations and Orders.
• Supporting the National Operations and Standards Division in delivering aviation legislation, standards and guidance material.
• Contributing to CASA's benchmarking and compliance with ICAO obligations.
• Promoting workplace safety, equity and diversity and participative management and environmental management practices in the workplace and acting in accordance with CASA values and behaviours.

The Standards and Policy Officer role will be required to work with a significant degree of independence and initiative. They will be responsible for coordinating and assuming responsibility for very complex or sensitive programs/projects and facilitating and dealing with issues that have strategic, political or operational significance for CASA.

The key duties of the position include
Our ideal candidate must demonstrate the following:

• Tertiary qualifications in public policy or similar field, and/or experience applying technical knowledge in a policy environment.
• Highly developed written and verbal communications skills, and demonstrated ability to perform detailed research and present complex findings and technical recommendations in a clear and concise manner.
• Sound understanding of the machinery of government, the policy process and key legislation underpinning the operations of the Agency.
• Demonstrated understanding of the International Civil Aviation Organization (ICAO), and the Chicago Convention.
• Demonstrated understanding of Australia's civil aviation legislation and CASA's regulatory philosophy.
• Demonstrated understanding of the aviation sector and ability to apply this knowledge to the role responsibilities outlined above. Operational experience within the aviation sector is considered favourably but not essential.
• Effective stakeholder engagement and management skills
• Ability to engage with Aboriginal and Torres Strait Islander employees in a sensitive, respectful and equitable manner.
• Promotion of workplace safety, equity and diversity, and act in accordance with the CASA Values and Behaviours
