The Role
The Directorate of Workforce and Culture is seeking a highly motivated and experienced candidate who is keen to play a pivotal role in shaping the future workforce of the Joint Operations Command (JOC), Department of Defence. Working in an integrated team of APS, ADF and contractors you will primarily be responsible for planning, developing, coordinating, and implementing a range of workforce and culture projects to support and enable the JOC workforce to perform their roles.

JOC is an operational military unit and as such, you will need to be flexible and highly adaptable to the evolving needs of the workforce. To enable the JOC workforce in meeting operational requirements you may be required to surge and support other team members within the Directorate in recruitment, capacity planning, and organisational management. The Workforce and Culture Directorate are supported by the Defence People Group who provide HR services, policy and support.

The EL1 Deputy Director Workforce and Culture role includes:
  • Responsible to develop and promote the JOC Capability and Culture initiatives.
  • Coordinate the JOC Culture Action Plan, annual JOC Workplace Survey, and JOC Culture Working Group, monitoring and reporting progress to Senior Leaders and to the Defence people Group.
  • Perform JOC Culture representational role on the Enterprise-level working group providing updates on JOC initiatives, and developing a collaborative approach to a single whole-of-Defence cultural implementation.
  • Coordinate and promote the JOC learning and development programme including managing professionalisation budgets, the professional development calendar, promotion of Defence training pathways, and procurement of external training as required.
  • Liaise with Defence People Group to obtain workforce policy and information to support the development of workforce and culture initiatives.
  • Build and sustain relationships with a range of stakeholders internally to ensure initiatives are tailored to the needs of the JOC workforce.

This position has people management responsibility and as such, they will be required to exercise their people management skills, knowledge to lead a high performing, and cohesive team.

About our Team
The Directorate of Workforce and Culture is responsible for supporting, shaping and development of the JOC workforce capacity, capability, and culture plans under Defence and Australian Government guidelines and frameworks.

The Directorate develops and operationalises workforce capacity plans to allocate the right resources, in the right roles. It designs and implements Command-level learning and development initiatives to strengthen JOC's capability requirements. The Directorate is also responsible to develop Culture, Diversity and Inclusion, and workforce initiatives to enhance JOC's workplace culture.

The Directorate collaborates with the JOC leadership to identify capability and capacity requirements in managing the supply of APS and ADF talent. From an operational perspective, the function delivers customer-focused human resources services to optimise the employment life-cycle experience at an individual and organisational level.

Our Ideal Candidate
The EL1 Deputy Director Workforce and Culture is responsible for the JOC Culture and Capability and reports to the EL2 Director Workforce and Culture. The successful candidate will have highly developed communication and stakeholder management skills and someone who genuinely believes in collaborating both within and across organisational boundaries to achieve outcomes and would be keen to bring in new ideas/initiatives.

They will have a keen eye for detail, be innovative and self-motivated to prioritise and complete tasks within agreed timeframes. They will have the ability to work effectively in a small team with limited direction and will thrive in high performing teams with competing priorities and deadlines. Most of all, they will be passionate about improving the workforce status of Defence's integrated workforce. They should have strong written and verbal communication skills with experience in writing briefs and reports.
