Purpose of the position

The Finance Manager will lead the development of a continuous improvement Financial Management Strategy, that will support the future plans and best practice service aspirations of Central Queensland Indigenous Development.

Responsibilities and duties

• Prepare, monitor, and report on budgets related to existing and proposed funding agreements.

• Ensure the payment of supplier payments are in accordance with policy.

• Ensure staff wages are paid on time, and in accordance with the relevant award and policies.

• Ensure all compliance activities in relation to the finance portfolio are completed within mandated timeframes.

• Manage the external audit and completion of the annual financial statements.

• Establish, organise, maintain and continually improve procedures, reports, and systems related to the responsibilities of the Finance portfolio.

• Coordinate and continually improve compliance, risk and quality assurance activity and systems.

• Provide Managers and staff with expert advice and guidance on finance issues relating to their areas of responsibility to ensure that standards are met and that accountable

documents are properly prepared and maintained for audit and compliance purposes.

• Manage employment tax/salary packaging requirements.

• Support and Develop Finance team.

• Provide professional advice and support to the General Manager Operations

• Build respectful and professional relationships with suppliers, contractors, funders, partners, community and colleagues.

• Develop and implement best practice financial policies and procedures.

• Work always to advance the reputation of CQID and undertake additional relevant duties as required.

• Maintain and assist the Corporate Services team to ensure compliance against obligations under the ISO 9001:2015 Quality Management System and Human Services Quality Standards (HSQS)

• At all times work within CQID’s Workplace Health and Safety approach, Policies and Procedures

• Work always to advance the reputation of CQID and undertake additional relevant duties as required by the General Manager Operations

Qualifications and experience

• Holds a current C Class Queensland Driver’s Licence

• Tertiary qualifications in Business/Finance

• Current Working with Children Check, “Blue Card”

• Experience at successful service delivery to Aboriginal and Torres Strait Islander people

• A minimum of 5 years’ accounting experience and/or experience in a similar role

• Excellent written and verbal communication skills with the ability to interact with staff at all levels.

• Holds or is willing to obtain a First Aid and CPR Certificate

• Ability to lead a team and develop the capacity of others, demonstrating flexibility and a willingness to actively contribute towards achieving CQID’s overall strategies.

• Strong understanding of accounting principles relating to journal entries and ledger balances

• Working knowledge of accounts payable and receivable, bank reconciliations, electronic banking, BAS, payroll.

Skills and attributes

  • Aboriginal and/or Torres Strait Islander heritage – [Note: Non-Indigenous applicants will only be considered if no suitable Indigenous candidates are attracted in the first round of applicants]
  • Proficient numeric accuracy, financial analysis and reporting skills.
  • Effective organisational and time management skills to oversee competing priorities and meet deadlines.
  • Ability to learn and use computer-based accounting systems.
  • Competent in use of Microsoft Office software
  • Physical ability to undertake job responsibilities
  • Ability to communicate effectively; spoken and written
  • Self-starter, motivated and able to self-manage work tasks
