CHIEF FINANCIAL OFFICER , TENNANT CREEK - Salary ASO Level 10 ( $146,002 - 164,177)

This position has a strong incentive salary packaging, subsided accommodation (applicants outside Barkley region), relocation assistant, 6 weeks annual leave, professional development, remote retention allowance, access to Health Clinic.

DUTIES

1. Manage the operations of the finance team, set goals and objectives, and design a framework for these to be met through internal monthly, quarterly, and yearly compliance schedules.

2. Maintain the integrity and efficiency of financial systems, the timely and accurate processing of financial data, communication of financial information to funding bodies, internal stakeholders, and relevant bodies such as the ATO.

3. Manage the annual budget process, including ensuring ongoing compliance with the budget by maintaining appropriate budgetary controls through regular internal auditing, reporting and capacity building of budget holders.

4. Build the knowledge and skills of finance team members in accounting through training, regular mentoring, establish individual learning plans, and regular feedback.

5. Prepare financial reporting for the Chief Executive Officer and Board of Directors on the financial performance and management of the organisation and apply a continuous quality improvement process to this reporting.

6. Ensure continued improvement of expenditure management by way of robust procurement systems, capital expenditure management, asset management planning and other initiatives.

7. Ensure ongoing relevance of the Health’s Infrastructure Master Plan by ongoing updates and regular communication with the Executive Manager Business Services.

8. Oversee the operation of the fixed asset register, depreciation and cycling of assets through an asset replacement plan.

9. Advise the CEO and Board on new projects and commercial opportunities that may arise and continue to develop as a commercial entity.

10. Oversee the organisations finance and tax compliance obligations including preparation and lodgement of BAS, Superannuation, PAYG and any other external tax compliance obligations liaising with external tax specialists where necessary.

11. Oversee, act as liaison, and ensure that the organisations Health’s outsourced salary packaging process remains fit for purpose and value for money.

12. Review and improve financial policies and procedures and ensure they are consistent with Australian Accounting Standard and funding body requirements.

13. Liaise with auditors and other external stakeholders to ensure appropriate monitoring of organisational finances is maintained.

Ensure all activities are compliant with current legislation, governance, risk management practices.

14. In the course of duty, the CFO will be exposed to highly confidential and sensitive information, and so requires a highly professional code of ethics and commitment to the maintenance of confidentiality.

1. Professional qualification as CA / CPA and / or membership of Institute of Chartered Accounts in Australia (ICAA), CPA Australia or equivalent.

2. Graduate or post-graduate qualifications in Finance, Accounting or Economics.

3. Knowledge and understanding of Aboriginal societies and cultures and an understanding of the issues affecting A&TSI people in the NT.

Demonstrated experience in the effective provision of financial and commercial management activities and advice.

4. Respect for traditional Aboriginal culture and cultural diversity and the ability to communicate effectively and sensitively with Aboriginal / culturally diverse people.

5 . Knowledge and understanding of the core functions and services provided by the organisation and an appreciation of the link between this understanding and improved financial management.

6 . Minimum of 5 years’ experience as a Senior Finance Manager in a diverse organisation, experience in not-for-profit accounting including reporting to Board and Executives.

7. Proven experience in managing staff to :

  • Financial and grant acquittal reporting
  • Preparation and lodgement of BAS, PAYG and other tax compliance obligations
  • Maintaining a fixed asset register

8 . Strong interpersonal, communication and presentation skills.

9 . Proven ability in managing finance staff to achieve satisfactory compliance, risk management, and reporting deadlines.

10 . Proven experience and commitment to the principles and practices of Aboriginal workforce development. Effectively communicate on financial matters, provide high-level leadership, and effective negotiation and change management skills.

11. Current NT Motor Vehicle License or the ability to obtain one.

12 . Be in possession of a valid OCHRE Card (Working with Children check) and background check (police check).
