Description:

The Senior Systems and Assurance Manager position will:

Lead the development and undertaking of an assurance testing programme and other planned compliance initiatives across all Townsville Hospital and Health Service (THHS) facilities.

Lead and develop communication strategies to relevant stakeholders relating to the assurance program identifying opportunities for improvements and undertaking education and training initiatives to facilitate change in the financial management practices of the THHS.

Develop, implement, and maintain all technical financial policies and guidelines to ensure compliance with overarching legislation and policy within the finance remit of the THHS.

About the role

  • Lead the development of a comprehensive financial management assurance program across the organisation strategically reviewing areas of significant risk and developing a comprehensive testing program to identify any weaknesses in internal control frameworks and identifying opportunities for improvement and strengthening of control frameworks.
  • Implement change management strategies to assist with the adoption and embedding of financial system processes, financial practices, and policy within THHS.
  • Manage THHS Financial Management Practice Manual, financial policies, procedures and guides consistent with legislative and statutory obligations, and co-ordinate the approval of financial policy for effective governance.

Role requirements
Relevant qualification in business preferably accounting (Bachelor in Accounting or Business) together with registration with a professional accounting body (Chartered Accountant, Certified Practicing Accountant) or postgraduate qualification desirable.
