The Wunan Foundation is an Aboriginal development organisation based in the East Kimberley region of Western Australia. Its goal is to ensure Aboriginal people have the resources and opportunities to make positive choices leading to independent and fulfilling lives.

The Wunan Foundation and Wunan Health are in the final stages of building and completing the KWIC Service, Kununurra Withdrawal and Intervention Centre, which will commence service delivery in mid-late 2024.

The Wunan Foundation & Wunan Health will be the first Aboriginal Community-Controlled organisation to operate and deliver a low-medical withdrawal service in Western Australia.

KWIC will be the first-of-its-kind withdrawal and intervention centre in The East Kimberley, consisting of a 6-bed, purpose-built, low-medical withdrawal service, providing culturally appropriate models of care for those individuals and their families struggling with drug and alcohol addiction, providing a service that will support individuals, and their families, working through and navigating addiction.

Wunan Health is looking for an experienced services manager to take the leadership role of the KWIC Manager. The role will see the KWIC Manager become an instrumental and driving part of developing, implementing and establishing all required centre-specific clinical and operational governance. A leading role in creating culturally appropriate models of care, policy, procedure, and process development. The KWIC Manager will work alongside the Wunan Health Leadership Team and KWIC Project Development team, allowing for a multidisciplinary team utilising a strength- and skills-based approach to working collaboratively in the leadup to service commencement.

The Manager will engage with the community and stakeholders, build sustainable relationships within the East Kimberley Community, and develop collaborative and shared care approaches to ensure the best support is provided to the individuals accessing the KWIC services. The Manager will also be responsible for recruiting and leading the KWIC team, developing rosters, managing all day-to-day operational tasks, including budgeting, admissions, and attendance meetings, and working alongside the team to build and expand their skill sets and experience.

Key Duties:

Service Establishment and Development:

  • Drive and lead the establishment and development of the KWIC, which includes resource development, community engagement, and stakeholder relationship building.
  • Attend and participate in all KWIC Project Advisory Meetings.
  • Attend and ensure that Wunan Health/KWIC has a robust stakeholder engagement presence when required.
  • Support the development and implementation of culturally safe care models.
  • Develop the rostering and scheduling for the KWIC staff.

Recruitment and Service Establishment:

  • Create onboarding and training requirements for KWIC employees.
  • Recruit and onboard the KWIC team, ensuring that the approach is culturally appropriate.
  • Work together with local stakeholders to develop career advancement and leadership development pathways within the organisation. This will help with long-term sustainability and community integration.
  • Develop strategies to support local individuals in terms of employment and professional development, which will contribute to community empowerment and economic growth.
  • Establish a training calendar and supervision schedules for all KWIC team members.
  • Set up necessary documentation, governance structures, and policies to ensure comprehensive service delivery.

Daily Operations Management:

  • Oversee and coordinate daily operations, ensuring adherence to policies and procedures.
  • Manage staffing, scheduling, client intake, and facility maintenance for efficient service delivery.
  • Enforce safety protocols and monitor budget expenditures and budget development for financial compliance.
  • Implement quality assurance measures and ensure compliance with standards and regulations.
  • Coordinate emergency response and crisis management efforts as needed.
  • Implement best practices to enhance service delivery and client outcomes.
  • Identify opportunities for operational improvements and implement best practices for continuous enhancement.
  • Oversee intake process Ensuring accurate documentation of client information and treatment plans.

Essential Criteria:

  • Tertiary qualification in the health/social sciences or extensive clinical practice
  • Service management leadership experience/expertise in the management of people withdrawing from alcohol and other drugs.
  • Experience in the development of operational and clinical governance processes.
  • Experience in auditing frameworks, and processes.
  • Current knowledge of legislative obligations for Equal Employment Opportunity, Disability Services and Occupational Safety and Health and how these impact employment and service delivery.

Desirable criteria:

  • A strong understanding of Indigenous people in general and of Indigenous people and communities in the East Kimberley in particular
  • Experience in working with youth, families and clients.
  • Knowledge of services and community resources relevant to the client group's needs.
  • Knowledge of the Justice, Health, Mental Health and Child Protection systems.
  • Ability to work independently to deliver a professional service.
