Job Description

About the Role

As a Senior Development Manager in our Housing team, you will be responsible for leading a diverse range of projects, requiring a collaborative and innovative approach. The Senior Development Manager role primarily focuses on two infill residential development projects - Coomora Springvale South, and Luma Sunshine North with a combined 300+ townhouses to be delivered.

We’re looking for an enthusiastic and motivated team member to assist with these key housing projects. This role will ensure developments are in accordance with Development Victoria’s strategic objectives, policies and processes as well as lead the delivery of quality homes to our customers.

Your leadership will also extend to mentoring, developing and empowering junior staffing within the Housing team to excel in their roles and contribute effectively to the organization's objectives.

About You

You will support the Development Director and your team and together you will build and foster strong relationships with the key stakeholders. Your proven track record in stakeholder management will be your key to success in this innovative and inclusive development team.

You will have the following skills and experience:

  • Experience in the design and delivery of civil subdivision and built-form housing construction works, including management and preparation of delivery works contracts.
  • Experience with appointing and managing a broad team of consultants, through both the design development and authority approvals process.
  • A strong understanding of the planning process and successful management/transition into delivery, including successful discharge of planning permit and Statement of Compliance conditions.
  • Highly developed stakeholder management experience.
  • Experience with dealing with challenging site conditions (inc, contamination).
  • Well-developed writing skills and dealing with government processes and systems.
  • Strong feasibility model preparation and modification skills through Estate Master or similar software.
  • Highly developed programming skills and demonstrated commitment to delivery targets.
  • Previous exposure to the sales and marketing process, including management of external Sales Agents
  • Good understanding of large-scale residential projects and the specific challenges that need to be managed.
  • Demonstrated understanding around the management of budgets and project costs, commercial opportunities.
  • Relevant tertiary education/ qualification.

Desired Skills and Experience

Key Responsibilities

  • Assisting with the planning, design, civil delivery and housing construction aspects of projects.
  • Accurately monitoring and forecasting project cashflows
  • Managing overall project budgets, including processing of project related invoices.
  • Supporting and developing the skillsets of directs reports such as Development Managers and Assistant Development Managers.
  • Developing project briefs and leading the process to procure consultants and contractors as needed to drive projects forward.
  • Directing and managing the work of external consultants, including management of consultancy agreements to ensure the agreed scope is delivered in accordance with Development Victoria’s expectations.
  • Preparing, monitoring and updating project programs.
  • Preparing and delivering key project reports such as monthly Project Control Group (PCG) reports, Investment Committee Budget Approval papers and general project status reporting.
  • Contributing to site management plans and ensuring all Health, Safety & Environmental obligations are met.
  • Collaborating with other team members across the wider Development Victoria organisation and assist with working groups, consultant/contractor procurements and process improvement opportunities.
  • Keeping stakeholders - both internal within Development Victoria; and external (Councils, Services Authorities, Consultants and Delivery contractors) up to date with issues and developments as directed.
  • Participating in community forums and engagement workshops
