The Manager Budgets supports the Director and the Chief Financial Officer in providing financial management services to the Executive leadership team within the department, and more specifically to the Deputy Director-General, related executive and senior management within the Treaty, Aboriginal and Torres Strait Islander Partnerships, Communities and Arts Directorates. Services include budget management, resource allocation, financial reporting and analysis and performance improvement issues, and financial transactional support.As the Finance Manager of the Budget Management and Reporting team you will be responsible for providing high level professional and strategic advice to responsible Directorates, the Chief Financial Officer and other internal stakeholders as required.
Key Responsibilities Of This Position Include
- providing high level input into the Service Delivery Statement and other State budget papers, and Estimates Committee processes for Treaty, Aboriginal and Torres Strait Islander Partnerships, Communities and Arts.
- supervising the preparation of annual budgetary guidelines, timetables, analysis of monthly accounts and forecasts and provide support and advice as required to clients.
- prepare and maintain estimates and budget papers, and process funding adjustments as required within the Treasury TRIDATA system for both controlled and administered ledgers.
- perform complex analysis across a range of operational and capital cost types, interrogate forecasts related to the annual budget process, CBRC decisions, funding deferrals, end of financial year appropriation adjustments and lapse of funding.
- co-ordinate and contribute to the preparation of monthly financial management reports.
- providing advice, information and analysis, to the senior management team within Housing and Homelessness Services, on issues relating to financial policies, budgets, reporting, internal controls and governance.
- establish and maintain effective working relationships within the department, with officers from Queensland Treasury and across other government departments.
- leading and managing a team by guiding and mentoring the employees, providing training and development opportunities as required and managing the day-to-day employee matters as they arise.
