The key duties of the position include
The Role
Under the broad direction of the Assistant Secretary, Financial Change and Integration Branch, the IBRS Program Director is required to exercise a significant degree of independence and perform an important leadership role. They will provide strategic advice and direction on the IBRS program and related change management to senior leadership and stakeholders as well as leading and assuming accountability for program development and integration work that has strategic and operational levels.

As the Director, your primary focus will be to lead project system, communications, training, and support teams. You will oversee the design and delivery of an integrated work plan for the internal budgeting and reporting system. The Interim Budget and Reporting Solution (IBRS) is a new business system that will manage Defence's $51b annual budget.

The system will replace legacy systems and also provide an opportunity to improve the policies, practices and processes that Defence use to deliver financial accountability, transparency and traceability. The IBRS project has multiple and concurrent work streams following an agile project management methodology in delivering system releases, changes to financial policies, communications and change management including training.

Leading a small team, your mission in this role is to provide strategic direction and management to the project, including plans, priorities, program risks and dependencies and monitor workflow and performance. A key aspect of your responsibilities is to build team capability, accountable for developing coaching and reviewing team and business performance.

About our Team
The Financial Change and Integration Branch was established in 2022 to support major change projects. As well as delivering some of the key financial systems that support the change agenda, our branch plays a lead role in supporting the people side of change. We have a strong focus on improving employee communication and engagement, change management and targeted learning and development solutions.

The Financial Change and Integration Branch consists of five sections with teams who are creative and hard-working professionals committed to creating direct value to continue to drive DFG organisational growth and success:
  • Financial Management Solutions (IBRS Program)
  • DFG Enterprise Resource Planning (ERP) Business Readiness Project Management Office
  • DFG Capability Development
  • DFG Change and Communications
  • DFG Innovation and Business Process Improvement

Our Ideal Candidate
You are an energetic internal budgeting or program manager leader, able to inspire your team and colleagues to delivery your vision for the future of internal budgeting function. You're a creative problem-solver with extensive experience in leading management accounting reform projects in complex environments. You are also naturally a leader, building team capabilities and influencing your peers.

Our ideal candidate can demonstrate the following skills, experience and attributes:
  • An impressive track record of delivering results with significant internal budgeting and/or management accounting in leading complex reform activities;
  • Excellent leadership skills with demonstrated experience in leading and building high performing and cohesive teams, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility and guiding and developing people;
  • First-rate stakeholder skills in support of change communications, including an ability to cultivate productive working relationships with people at all levels of an organisation;
  • Experience in project management principals and approaches including developing plans, priorities, program risks and dependencies, and monitoring workflow and performance; and
  • Knowledge of Defence budget and finance environment (or the ability to quickly acquire this).
