The Early Childhood Regulatory Authority is looking for someone who is a strong high performing leader who has a passion for early childhood; understands the role of the regulator; and who always achieves results.

The Director, Regulation will drive change to support regulators within the Early Childhood Regulatory Authority (ECRA), particularly in relation to Assessment and Ratings. This is a temporary full-time position until 6 December 2024, unless otherwise determined.

About Us:

The Department of Education (DoE) sets the foundations for quality early learning experiences and delivers world class education services. The department also hosts the Early Childhood Regulatory Authority.

About the Role:

Provide leadership and direction to the work of the Regulation team, and as part of the leadership team of ECRA, drive the planning, implementation and evaluation of regulatory practice reforms and initiatives that contribute to achieving the department's strategic objectives.

Be responsible for statutory decision making as it applies to the operation of early childhood education and care (ECEC) services, and the associated compliance monitoring and enforcement processes, guided by the Regulating for Quality policy .

The Director Regulation, reports to the Executive Director Regional Operations ECRA.

Responsibilities include, but not limited to;

  • Develop, implement and evaluate frameworks, tools, systems and processes to ensure continuous quality improvement in regulatory functions, to support the implementation of the government's early childhood priorities;
  • Lead the provision of ECEC services through effective management of high risk and complex matters and regulatory outcomes and operations;
  • Implement effective processes for work planning, resource allocation and prioritisation of regulatory effort;
  • Provide direction, technical guidance and leadership to staff, including ensuring that effective processes are in place for team performance assessment and capability development.
  • Drive a culture of effective stakeholder engagement with the ECEC sector, and working with stakeholders to achieve regulatory outcomes, reduce regulatory burden and minimise risk.

Highly desirable skills and experience;

  • Experience as a regulator; ability to analyse highly complex situations; high-level decision-making skills; the ability to manage risk and prioritise the work; the ability to work collaboratively with a range of different stakeholders; and highly developed leadership skills.
