CCQ delivers the Primary Health Network (PHN) program for Central Queensland, Wide Bay and Sunshine Coast on behalf of the Commonwealth Department of Health and Aged Care. CCQ has an ambitious agenda to be national leaders in the design and delivery of better primary health outcomes for the people in their region. Achieving this will require CCQ as a commissioning organisation to not only focus on primary health service provision but also on the environmental, social and cultural determinants of health which support communities to live their best lives.

CCQ’s diverse region covers 161,108 km2 from Sunshine Coast to Rockhampton and west to Emerald. The population in the region is just under 1 million people with around 68% living regionally or remotely and more than 28% living in the most disadvantaged quintile. CCQ collaborates with the community to provide exceptional primary healthcare services to reduce health inequalities for the region. CCQ has seven key priorities for health improvement: mental health, alcohol and other drugs, Aboriginal and Torres Strait Islander health, population health, health workforce, digital health and older person’s health.

About the role

The Senior Manager, Service Planning supports the Portfolio Management Office (PMO) by leading the organisation's population health planning processes, including delivery of a significant health needs assessment project, driving and implementing data analysis and output for organisational reporting, stakeholder engagement and service/program design and evaluation.

This role ensures clear direction for service development and resource allocation, considering current and future community health needs to improve population health outcomes. Reporting to the Deputy Director PMO, the Senior Manager manages the entire service planning framework and collaborates closely with PMO roles, senior leadership and stakeholders to ensure a consistent approach across the organisation.

Additionally, the Senior Manager plays a crucial advisory role in driving strategic regional commissioning models, aiming to achieve multiple outcomes and address local population health priorities. The position requires practical experience in planning roles for complex healthcare organisations to provide reliable strategic advice.

The ideal candidate for this role may have an analytical background in health planning, service planning or service planning analysis in a related industry.
