What is the role?

An exciting opportunity is available for an experienced and dynamic individual to join the AFP in a key strategic role responsible for monitoring and evaluation to support continuous improvement in an organisational health context.

SHIELD is a health capability that will embed health and wellbeing into the day-to-day operations for AFP employee by providing services across Australia and directly supporting the health of the frontline.

SHIELD will propel the AFP to a more preventative, forward leaning, face to face service delivery model in support of performance optimisation.

As the Team Leader of Monitoring and Evaluation (M&E), your primary responsibility will be to lead the design, implementation, management and continuous improvement of M&E capability for SHIELD, in collaboration with key stakeholders including Office of the Chief Medical Officer (CMO) and People Strategies.

You will play a critical role in measuring the effectiveness, impact, and efficiency of our program, services and initiatives.

The position requires a strong understanding of evidence-based performance measures in a health context and their importance in demonstrating the value of the business to the organisation.

You will work closely with teams cross SHIELD, Office of CMO and People Strategies to design and implement frameworks, and transition M&E from program focused to longer-term business performance measures to ensure its strategic alignment to the organisational goals.

As a Team Leader you also play a pivotal role in developing people, managing change and influencing behaviours that lead to a supportive culture that respects the perspectives, talents and value of each individual.

Consistent with the AFP values, AFP leadership philosophy, organisational reform agendas, AFP corporate business plans and your Performance Development Agreement, the expectation is that you will deliver on the core responsibilities and meet any requirements of the position as outlined below.

What will you do?

Requirements of this role consist of, but are not limited to :

  • Lead the design, implementation and management of performance frameworks that measure the business performance and progress towards its strategic goals and objectives;
  • Developing specific tools needed for mixed-method data collection, analysis and reporting in line with the M&E strategy;
  • Develop and conduct a range of studies, including evaluations, lessons learned activities, and case studies;
  • Communicate M&E findings and recommendations effectively, including comprehensive reports and presentations, to key stakeholders to assist decision-making processes;
  • Work across the branch to use M&E findings to inform continuous improvement of SHIELD;
  • Lead, train and provide guidance to staff members on M&E methodologies, data collection techniques and performance measurement concepts; and
  • Foster a culture of learning and evidence-based decision-making across SHIELD.
  • You must be an Australian Citizen at the time of application.
  • A Negative Vetting 1 (Secret) security clearance or the ability to obtain one.
  • Has contemporary knowledge and experience relevant to the role.
  • Relevant qualification and / or extensive experience and knowledge in area of expertise.
  • Demonstrated experience in applying M&E to a health context.
  • Demonstrated ability to lead a team.
  • Demonstrated high-level emotional intelligence.

The following skills and / or experience would be highly regarded :

  • Demonstrated experience in contemporary approaches to monitoring and evaluation.
  • Research and analysis experience.
  • Report writing and information presentation experience.
  • Consultation and facilitation experience.
  • Experience working in programs.

Additional information

  • This position is an AFP Band level 7.
  • This position is ACT National HQ based, however the role can be undertaken remotely from another Australian based geographical location.

The holder of the position will be required travel to Canberra on ad-hoc basis as required by the business.
