Description:
Reporting to the Manager Project Delivery, the Program Leader - Strategic Projects will
lead a team tasked with deliverying several high profile and complex capital works projects
across the Local Government Area.
An essential aspect of the position is senior level project management and the ability to
coordinate both internal and external project stakeholders to ensure projects achieve
the desired objectives, within anticipated budgets and to agreed programs
Key indicators of success will be the delivery of the Western Sydney Infrastructure Grant
Program and other complex major projects to meet on time and on budget targets,
delivering project quality, adhering to work health and safety policies and procedures,
undertaking regular and adhoc communication/consultation and managing project and
program risk throughout the program lifecycle.

KEY RESPONSIBILITIES
- Lead, plan and manage high profile capital works programs and projects, employing
and appropriate stakeholder engagement and management,
- Oversee the development of project tender and quotation documentation and
policies to ensure best value for money procurement;
- Ensure contractors and consultants are actively managed through strict adherence to
- Develop and present regular reports to the Manager Program Delivery advising of
Council meetings;
- Provide technical advice and support to work teams,
- Mentoring and coaching staff for career and professional development
- Look to continuously improve the outcome delivered by the team to internal

Compliance & Risk
You are responsible for ensuring that you conduct your risk management responsibilities
as described in council's Enterprise Risk Management (ERM) Policy and Procedure (the
ERM Framework) with the goal of ensuring that potential issues are identified and reported
in a timely manner. In undertaking your work should you identify contaminated land or
potentially contaminated land, including but not limited to asbestos contamination you are
required to notify your supervisor immediately.
COMMUNICATION
The position communicates on a daily basis with a wide range of people both internally and
externally, including other Council’s service areas, Project Management Office (PMO),
and Communications Team. This includes communication at all levels within the
Directorate and across Council, and contact with the community, stakeholders and
partners. It also includes engagement and briefings with Council, government agencies
and businesses.
This position requires a high level of written and oral communication skills including but
not limited to development of project related Council reports, memos, monthly reports to
other Government funding organisations, project reports, letters, project management
tracking spreadsheets and a range of other correspondence.

SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES
ESSENTIAL
- Previous experience in the management of multiple design and construction
- Demonstrated ability to identify, critically analyse, formulate and deliver solutions to a
- Demonstrated communication and representation skills, including the ability to
contractors, consultants, community and interest groups;
- Demonstrated experience in contract management (AS4000, etc) of large and minor
- Demonstrated experience and ability in the development of Request for Quote (RFQ)
and contractors (ideally in a government environment)
- Experience in working with quantity surveyors, planners, design consultants,
- Experience in the development of project costing plans, program budget preparation,
- Experience in leading, guideing and coaching a team responsible for project
- A detailed understanding of hazardous materials and contaminated sites and how to
policies and guidelines to ensure the safety of the community, council contractors and
council employees.
DESIRABLE
- Demonstrated experience in community engagement and working with public or
- Understanding of local government regulatory framework requirements;
- Qualifications in a project related discipline such as Civil Engineering or
