About the role

The Policy Analysis and Engagement Unit sits within the Transport Policy Branch which shapes the long-term vision for the transport system and sets new directions and priorities for the department. The unit contributes to shaping the future of transport in Queensland through scenario planning, horizon scanning, policy analysis and program management.

As Manager in the Policy Analysis and Engagement Unit, some of your responsibilities will include:

  • Lead the department's strategic foresight using evidence-led and well-researched analysis on emerging transport trends and policy issues including evolving customer expectations and needs. This includes implementing the horizon scanning framework and methodology based on contemporary practices and tools, undertaking information and data monitoring and analysis, and formulating findings and recommendations to inform strategic transport policy.
  • Identify and analyse transport policy gaps based on strategic foresight to enable policymakers to scope policy responses that position the department to deliver its vision, and respond to emerging disruptions that may shape the future of transport in Queensland.
  • Support the delivery of the Scenarios Framework and Toolkit which develops a set of plausible future scenarios to help navigate uncertainty and ensure robust policies, plans and investments under various plausible futures.
  • Support branch program management and reporting, and manage projects and tasks to deliver outcomes (including prepare advice, correspondence, cabinet submissions, policy documents, briefs, presentations and reports on complex transport policy issues to senior management). This involves engaging with subject matter experts and fostering collaborative relationships across the department, government and transport sector to achieve desired outcomes.
  • Lead and manage a small team including building and supporting values and behaviours that foster a culture of high performance, safe work environment and continuous improvement. Participate constructively in performance conversations.

To thrive in this this role, you will need to demonstrate the following:

  • Highly experienced in applied analysis and critical problem-solving within the context of policy analysis, development and implementation.
  • Highly developed skills in formulating strategic insights and recommendations and presenting the findings to various audiences.
  • Proven track record in building and sustaining productive stakeholder relationships to enable better customer-focused outcomes.
  • Experience in leading and motivating teams to achieve results.
  • Whilst a qualification is not required, a tertiary degree related to policy, planning, commerce, business, economics, engineering and sciences would be highly desirable.
